A strong electrolyte is an electrolyte that is completely dissociated or ionised in solution, so that essentially all of it exists as ions. Its solutions are therefore good conductors of electricity. Sodium chloride and hydrochloric acid are strong electrolytes, in contrast to a weak electrolyte, which ionises only partially.
